Wisconsin SMART Start: A strategic plan delivered to Governor Tony Evers
The Wisconsin Sports Coalition is an alliance of sports and fitness businesses, owners, venue operators, directors, coaches, health associations, and medical personnel created in response to the COVID-19 pandemic. It is an acknowledgement that these entities should no longer be considered non-essential and that the "shut down order" is continuing to negatively impact the sports and fitness industry, teams, and families.
The Wisconsin Sports Coalition supports the safe reopening of recreational facilities, and the activation of youth through professional competition across Wisconsin today, when Wisconsin SMART Start guidelines are implemented during the COVID-19 pandemic. These guidelines are based on current data and scientific findings from the Centers for Disease Control, and other reputable science agencies.
Sports and fitness personnel everywhere can use the WI SMART Start plan to promote trust and confidence in our communities. Please answer the questions in the "Join the Movement" survey to the best of your ability, to show your support of the WSC and the WI SMART Start plan as a means to open up sports and fitness activities in the state of Wisconsin today.

Objective:
Courtney spoke to our Basketball Directors on NCAA Changes as well as opportunities on helping your organization get your athletes, coaches, and staff properly certified by USA Basketball and into the BBCS (Basketball Certification System) appropriately.
- PSA's (Prospective Student Athlete)who need to register in the BBCS system are Boys 7th grade and Girls 9th grade and older.
- The NCAA recruiting dead period has been extended through May 31st. Coaches will not need to be Gold Certified to attend the spring events however, the event operators may still warrant the need for you to go into the BBCS and create your benches.
- NCAA will announce by mid April what the rest of summer will look like for recruiting dates.
- To offset costs of new program initiatives, all adult users will be charged an annual nonrefundable fee of $30 for operators/coaches and $10 for primary business users when creating or renewing their Basketball Certification System (BBCS) user account. Use this link to log into review the new Single-Sign On process.
- The cost for coach Gold License Certification ($68) will not go up until May 31st.

We are moving our meetings to every other month right now for 45 minutes long. The next meeting will be on the 3rd Wed in November at 10am.
COVID-19 Updates

From the data we collected, right now out of 1,025 Wisconsin athletes there were only 16 positive athlete cases, 11 positive coach cases, and 0 were hospitalized. The number of positive covid cases equated to .0156% and the effects of the 27 cases were all mild. From no more than a scratchy throat to mild fever, loss of taste and smell, and exhaustion. 100% of all positive cases recovered.
Fall Basketball Season
1. Tournaments
There are tourneys available through October/Early November for AAU teams to participate. You may have to travel outside of the state on some weekends but they are available in the Midwest.
2. Leagues
1on1 Milwaukee is running a tournament on Sunday in Waukesha for Girls that have drawn in D2 and D3 coaches.
Blizzard is running leagues in Appleton for youth boys on Tuesdays, youth girls on Thursdays, and High School girls on Sundays.
Prep Hoops is running leagues on Wednesday evenings for High School girls in Appleton.
3. Prep Hoops is hosting a Top 250 Expo in Appleton on Oct 4
4. PGC is hosting a Premier Shooting College Camp in Appleton on October 10-11. It is FREE for coaches to Observe and Learn.
5. JustAGame is running tournaments through the year. There are AAU teams allowed through October. Right now starting in November their web pages show only school teams allowed, but we are waiting to see if that will change if schools and school club programs cancel their seasons.
Club Updates
Clubs are providing either skills camps, trainings, or tournaments throughout the fall season because of the demand.
We are waiting to see what the movement will be for winter to make decisions on whether we will host opportunities in November and December.

COVID-19 SUMMER SURVEY
Dear Basketball Directors, please answer the questions in this survey so we can take an evaluation of the impact of COVID-19 on the club basketball athletes and coaches this summer from May 26th until August 30th, 2020. We are asking for your club name to know who we get responses from, but the information you provide will be anonymous to the public with any data we use. Club names will be converted to Club #1, Club #2, Club #3, etc. We will be publicizing our collective data as a state to share the positive outcomes for the season. We will be sharing a summary of the data with you and providing you with a graphic that you can reuse, and making the data available to the WIAA, UW Madison, AAU, School Districts and government officials looking for feedback. Your responses will only help the state obtain clear reliable data. All club names will be protected. Please respond by Friday, September 4th at 12:00pm. Thank you for your cooperation. We reviewed the following:
1. Going to look into Deescalation Training for Coaches and Staff
2. Work with AAU to have a fall meeting and connect in regards to a fall statewide tournament
3. There are some leagues being posted from Prep Hoops (Sundays) and Blizzard (Tuesday/Thursdays) that individual athletes register for at the Champion Center
4. Personal communication amongst the coaches present regarding how their tryouts went etc.
5. Clubs are open to having scrimmages or games during the fall for clubs having a fall / winter season
6. We will be moving the bi-weekly meetings to once per month from now on
TAKE AWAYS:
1. Recruit Wisconsin was successful and will be providing it again next year for state and others
2. Let's review training for event staff and coaches to learn how to diffuse volatile situations and keep everyone safe
3. Employing procedures like emergency number on score tables for quick access to event staff is a an easy task to roll-out and can come in handy
4. Statewide Tournament that meets all the best criteria and benefits of all clubs would be the next best tourney idea - will connect with AAU, Scott Witt, etc to start planning
5. Lisa requested legal assistance from WILL because of the financial hardship since March and the mask mandate / response placed on the Hardwood Hustle event as well as inquired about a class action lawsuit for the sports industry
6. We will be creating anonymous form for Directors to respond with how covid impacted their club to gather real and relative data and create graphic showing final results
7. Discussion on following the governor's mask mandate was respectful and opinions vary greatly because the science varies as well
8. Some clubs are choosing to practice and compete with masks on while others are not
9. There are school coaches making athletes wear masks and there is concern that kids who have experienced physical illness because of it won't advocate for themselves because they are not in a position of power to do so or don't have the confidence to stand up and say something or don't want to be ostracized for being the only one
10. Clubs are ready to create teams for next season and provide fall winter league and tournaments if schools do not provide athletics to athletes during the school year

We are in an interesting transition as we follow the responses from Collegiate and High School conferences brought on by various opinions to the Coronavirus topic.
Every school district has its say in whether or not they will hold full In-Person classes, Hybrid (In-Person and Virtual), or Fully virtual, a mix of all three or a potential to transition amongst all three All have been chosen as a model by districts already. Here are a handful. (Please note: this was a quick review of all school literature and some may vary or change by the first day of school).

DHS will not change their minds and not open schools for the public in June.
Jeremy is getting contact from a lot of school districts worried about budget cuts, and what is going to happen next school year. They don’t know what measures to implement.

D1 and D2 coaches will be in a recruiting dead period through July 31st.
D3 coaches don’t need to adhere, but with all the program cuts and furloughs, don’t expect to see college coaches at tournaments
VENUE OPERATORS / SUMMER SCHEDULE
Scott Witt - Wisconsin Impact witt@wisconsinimpact.com is providing tournament options in June that will be flexible. Please reach out to him to let him know of your availability for June 12-14 and June 26-28 if you are looking to compete on any of those dates.
We decided we need to make sure that teams are cared for in the state of Wisconsin if they decide not to travel.
Mary Nellen and Lisa Van Wyk, started brainstorming plans for a Recruit Wisconsin tournament series where we Live Stream and Record games (YouTube and Hudl). In addition we could provide a special court that all athletes / teams compete on with a real production crew announcing the game.
All clubs and athletes would need to promote it like crazy so coaches will watch.
Lisa has a relationship with Sports Recruits, and they were planning on providing the platform free for our athletes that attended our Live Events this summer. I will go and ask them if they would do this as well for this Recruit Wisconsin idea too.
In addition, we will explore how we can make this a fundraiser for our sports industry.

NCAA UPDATE (5 min)
FROM THE NCAA (5/12/20):
Considering the ongoing COVID-19 pandemic, the boards of directors for the National Association of Basketball Coaches and the Women’s Basketball Coaches Association have recommended an extension of the current recruiting dead period through July 31. The NABC/WBCA recommendation can be found here.
(Dead Period is defined as no face to face contact)
The current temporary period extends through May 31, and the Division I Council later this month will review the recommendation from the NABC and WBCA and consider possible further adjustments to the recruiting calendar.
Additionally, both sessions of the NCAA College Basketball Academy scheduled July 20-26 have been canceled.
Once NCAA staff receives guidance on potential recruiting calendar changes, we will update you accordingly.

Lisa Van Wyk stated that she expects that the above recommendation will go through and college coaches will not be able to attend tournaments through July. Therefore, live streaming will be important at tournaments.
In addition, encourage older athletes to
- Ask High School coaches for full access too Hudl and Hudl Assist stats and game film so they can share with coaches
- Participate in some sort of online recruiting program such as FieldLevel and/or Sports Recruits

Gov. Tony Evers' state of emergency expired midnight on May 11th. Can be extended or revoked through WI Stat 353.
Safer at Home does not expire until May 26th. Secretary of the Department of Health Services (DHS), Andrea Palm is basing her extension of the Safer at Home (SAH) order on the language found in WI Stat 252.02.
Legislature is arguing that the order is a rule (WI Stat 252.02) that was promulgated by an agency, but the agency couldn’t act on it’s own. The DHS agency had to get the power from the legislature and a committee. Arguing you have to go through the rulemaking process.
Promulgated - means to put (a law or decree) into effect by official proclamation.
Palm is arguing she is basing her extension on the state statute that gives her the right to enact that rule and extend the shut down until May 26th.
Joint Committee for Review of Administrative Rules (JCRAR)
If the supreme court says yes, DHS has the rights to act independently of the legislature, the SAH continues and her/DHS power can continue as she has done. The SAH can be extended as she sees fit.
If the Supreme Court says no, there are two options:
- The order is invalid and we can go back (to the future) to March 10 and live life as normal
- Palm and the DHS did not have authority to extend the SAH order but can give DHS 6 days to promulgate the rule - do it right this time along with the legislature and do it with orders/rules/actions that they can agree on
The WI Supreme Court wasn’t receptive to the arguments as laid out by the governor and wasn’t enthusiastic of his interpretation of the law.
The Supreme Court is taking time to respond with a ruling because (speculation by Donatello)
- Majority of the court may want to overturn the SAH order but are split on how to move forward
- There is a separate court case asked to be taken up by Wisconsin residents challenging the entire stay at home order in Fabick v Palm
In regards to the SAH being Law and Enforcement of that Law:
- Yes, the SAH is Law as it stands today.
- All regulations are enforceable by local law officials and the District Attorney
- It is the complete discretion of local municipalities (State Troopers and the District Attorney) on if, when, and how they will enforce the law

Venue Operators Present:
- Adam Ligocki, Community First Champion Center, Grand Chute
- Adam is working with municipality to determine how many courts they can provide and when
- Reach out to Adam if you are looking for space to run trainings or practice
- Rich Kuranda, Wisconsin Blizzard, Representing The Barn, Menasha
- Two volleyball clubs own and manage The Barn and they said that they are following USAV Badger Region Volleyball rules and regulations to determine what they can do in their facility and when
- Rich will be hosting his tournaments and have dates July through August
- Rich also stated that Prep Hoops moved their tourneys to July and August
- Brian / Dustin Staffeldt, Center Court
- The Staffeldt family is working on a best practice to meet the demands of the ever changing situation and figuring out how they can adjust the flow of traffic through their building
- They are also talking about redoing the courts
- Matt Slaby, Sports Enhancement Academy, Stoughton and Verona
- SEA is getting emails from Chicago teams already asking if they can use their venue for practices when the time permits, but Matt will prioritize WI clubs first so if you are looking for space make sure to reach out to Matt sooner than later
- Matt will also be navigating this time to create adjustments needed for the different phases his venues will need to adjust to
- Kyler Royston, Just a Game, Wisconsin Dells
- Unfortunately we ran over time and Kyler couldn’t stay/wait, but posted this message in Chat: “At JAG we will be releasing an updated schedule with events running into the fall. We will be open and start running small events and training in June/Phase I and be ready to run tournaments when possible. - Phases/Timeline
- Scott Witt from Wisconsin Impact pointed out that the SMART Start plan right now shows small sided games 1v1 and 2v2 in Phase 1 and if the social distancing is in place, athletes would need a special exemption that would allow contact.
- Kyler pointed out that Lisa is going to expand the plan to section responsibilities off in phases to make sure it aligns better with the Badger Bounce Back Plan
- Kyler also pointed out that bleachers don’t have to be totally removed but can be marked off with 6’ social distancing measures as well.
- High School Facility Update
- Earlier communication in the meeting encouraged to reach out to the private schools - they have more flexibility on opening up this summer
- Don’t rule out the public school systems for practice / tournament space as they all may be different
- Reach out to Venue Directors to figure out their schedule availabilities
- Challenges/Leaderboards
- Directors didn’t seem very interested or receptive to doing any type of state wide challenges for June between clubs
- Leagues - determined by the safer at home order phase we are in; may not be able to have contact until July
- One and Two Day format tournaments are available July through August in WI
